It’s not just the southern part of Bangladesh which is tough to draw because of those many islands. The northern part, especially in Rangpur division was even tougher since there are around 200 stand alone bits scattered in India and Bangladesh, these bits ranging in size from 25 sq km to a few square metres, creating a mess in governance, policing and cartography.

What happened? There is this story where two kings or Zamindars played chess with each other for a wager. And the wager used to be their villages. This has created a scenario where, besides the core lands of the Zamindari, there are small parcels of lands owned by one Zamindar in the other. There are some cases where Zamindar A had lands in Zamindar B’s domain and in that, B had a share inside it. Well, the more rational reason given is that during the war between Koch Bihar and Mughal Bengal, when the truce was called in 1713 and a status quo was declared, there were some holdouts of the strongmen of one kingdom in another which were maintained just like that because they came in no other’s way simply because Koch Bihar was a Mughal subsidary and Bengal is Mughal crown lands and there is no sense bickering over who owns which particular village. Koch Bihar stayed such and the British inherited the Mughal lands. For some reason, they were not interested in modifying the status quo, even though criminals from one entity jumped into the other to evade arrest. To do justice to the argument, the same story was applicable everywhere, with Rajgarh and Narsingpur in Central India as an example which stands out.

All was well till 1947 when the real trouble started. Koch Bihar went into India but the British Bengal went to Pakistan. There were attempts in 1958 and 1974 to clean up the mess, but democrcies and politics, we know how much time it takes to arrive at a decision. The real exchange happened only in 2015. Well, it looks like not all enclaves changed hands, may be because of their size or politics. However, one big question always lies – with Pakistan focussing only on the West, why didn’t India use either of the three wars – in 1947, in 1965 and in 1971 to annex those enclaves which are inside it’s territory.

These bits, called Chits or Chitmahals or in simple English, enclaves are not that big in area or population. Both the countries combined, they clock 24,170.83 acres of land(Bangladesh – 17160.63, India – 7110.2) with a total population 51,484(Bangladesh – 14215 India – 37269) with the most atrocious being the likes of Natakota having an area of 10.5 sq m(one room hut?) and Dahala Khagrabari, the only counter-counter-counter enclave in the world(India in Bangladesh, which is in India, which is in Bangladesh). Below is a list of those Chits. Note that the smallest ones have an approximate area(by virtue of the fact that the areas should be measured in square metres, not km). Also, the ones marked with a ❋ are not real enclaves, they are sub divisions of other enclaves. To avoid confusion between enclaves having same names, both the countries introduced their own numbering conventions.
