If some news comes outside regarding any misdeed of a governor, Shiv Sena is the first party to come in public asking for scrapping of the post of Governor. Theoretically, a Governor or a President should be one on whom the government should be in a position to rely upon for advice. But, true facts present a different picture as it is either used as a retirement position for exceptional party service(take the case of state chief ministers or ministers. Some may be exceptionally good like Siddarth Shankar Ray, but is the controversy needed? Take the case of Kamla Beniwal or ND Tewari who were governors into an age of above 85 and both were disgraced) or used as a central tool to harass the state government(this generally happens when the state government and centre/governor are aligned to two different party ideologies. Take Kamla Beniwal herself again). Next group is the case of career politicians who took a hiatus temporarily as a governor but returned to career politics again(S M Krishna, Sushil Kumar Shinde, Arjun Singh etc). The diagram gives a clear picture of the same. Data(Governors of India) is till the end of last Congress Government in centre. And of these career administrators, how many of them are political affiliates? Another thing to note is that the number of Public administrators is directly proportional to the level of stability in a state.
