Today’s news quotes India’s I&B Minister saying,

“Evidence indicates, that countries that have achieved a Human Development Index (HDI) of 0.9 or more have per capita energy consumption of at least 2.5 tonnes oil equivalent (toe) per year….The current per capita energy consumption in India is about 0.6 toe per year, which is a fraction of the figures for the developed world. In other words, with today’s technologies and living standards, the energy consumption in India would need to increase by 4 times as India’s HDI increases from the current value of 0.5 to a value of 0.9″

While HDI is an index of development, TOE is an index of pollution per capita. Assuming for any country with population less than 10 million, the data will be skewed in favour of higher pollution per capita, below is the situation for the major countries in the world. The statistics are calculated only for countries with a population greater than a million. The categories considered are –

1. Any country with a population greater than 10 million and which has got the highest toe per capita and ranking less than 40

2. Top twenty most populous countries in the world.

A total 34 countries fit into the list and see how outrageously below India and China stand in rankings and of them polluting more than the whole world combined. Another thing to note is that all these countries are highly developed going by the HDI rankings. Should it become the priority of the world to concentrate on citizens of these developed countries which are polluting the most and not the countries which are polluting? Is it not true that HDI increases if you have two cars and uninterrupted power supply as compared to using a rickety bus in an area with no electricity at all? Does this not contribute to pollution?  The Attachment(Pollution) gives a list of all those countries with a population greater than a million.
